Debate Regulation


1.      The Competition of NEED 2013 will use British Parliamentary System Debate.
2.      There will be 3 rounds of preliminaries and 3 rounds of elimination (Quarter, Semi and Grand Final) rounds.
3.      Each team is required to face all 3 preliminary rounds on the day 1 (July 3rd 2013).
4.      The top 16 teams will face the elimination rounds on day 2 (July 4th 2013).
5.      Each team consists of two members.
6.      There will be no substitution of member under any circumstances. Changes result in a team considered as walked out (WO) and automatically will not be able to break to top 16.
7.      For any walked out team, the committee will provide swing team to replace the blank spot.
8.      Swing team will not break to top 16. Swing team will still be scored and put into tabulation system but as if they are included into top 16, their position will be deleted and replaced by the team under the rank.
9.      The tabulation system that will be used is tabbie as used in NUEDC and WUDC.
10.  The tabulation is using power match system so team from same institution might meet in preliminary rounds.
11.  The first preliminary round will be drawn by the tabulation system.
12.   All the motions will be impromptu motions. The motions will not be limited under English Education aspect but more like common range of English Debating motions which might take from National, Economy, Politics and etc.
13.   Case building times will be given for 15 minutes without any additional times.
14.  Participants are not allowed to bring communication tools or gadget during case building times and on the debate except for time keeper while speech. Printed materials are allowed to be brought during case building times but are forbidden to be brought on speech.
15.  The adjudicator result is final.
